Is a concurrent user licence blocked if I use the WorkflowUI without to start a process?

In Xpert.ivy Server the licence limits the number of named and concurrent users.

If a user wants to work with the WorkflowUI he needs a user account. The user account counts as one named user. If he starts the WorkflowUI and logs in his session counts as one concurrent user.
